On April 10, the Jiangsu Provincial Development and Reform Commission issued the “Notice on Effectively Carrying Out the Construction of Wind Power and Photovoltaic Power Projects in 2020,” which stipulates that, in 2020, Jiangsu Province will suspend competitive allocation and approval procedures for centralized onshore wind power, distributed wind power, and offshore wind power projects that are eligible for national financial subsidies. The province will accelerate the construction of existing projects, vigorously advance the development of grid‑parity projects, fully implement measures to ensure reliable power transmission and consumption, and give priority support to grid‑parity projects.

Notice of the Jiangsu Provincial Development and Reform Commission on Effectively Carrying Out the Construction of Wind Power and Photovoltaic Power Projects in 2020

To the Development and Reform Commissions of all prefecture-level cities and to the Provincial Power Company:

In accordance with the requirements of the “Notice of the National Energy Administration on Matters Relating to the Development of Wind and Photovoltaic Power Projects in 2020” (Guo Neng Fa Xin Neng [2020] No. 17, hereinafter referred to as the “Notice”), and taking into account the actual conditions of our province, and following deliberation, we hereby issue the following notice regarding the proper implementation of work related to the development of wind and photovoltaic power projects.

I. The competitive allocation and approval processes for centralized onshore wind power, distributed wind power, and offshore wind power projects that are eligible for national fiscal subsidies are hereby suspended. In accordance with the principles set forth in the Notice, the remaining capacity available in our province for 2020 for centralized and distributed wind power projects receiving fiscal subsidies is zero; furthermore, the relevant offshore wind power indicators have already met the planning targets approved by the National Energy Administration. Accordingly, the competitive allocation and approval procedures for these projects will be suspended in 2020.

II. Accelerate the advancement of existing project construction. All localities shall strengthen monitoring and oversight of ongoing projects within their jurisdictions, including onshore wind power, offshore wind power, and leading photovoltaic demonstration bases, and make every effort to provide robust support and coordination. The Provincial Department of Natural Resources, the Provincial Department of Ecology and Environment, and their subordinate agencies are requested to facilitate the processing of relevant project approval and filing procedures. The Provincial Power Company is to expedite the construction of transmission infrastructure and proactively handle project connection and grid‑access procedures. Project developers shall rationally schedule project implementation plans, formulate construction schemes in a scientifically sound manner, comply with applicable laws, regulations, and standards on work safety, establish and improve systems for ensuring and supervising workplace safety, and put in place a responsibility system and internal rules and regulations for work safety to guarantee construction safety.

III. Actively promote the development of grid‑parity projects. The Development and Reform Commissions of all prefecture-level cities shall, in accordance with the spirit of this Notice and relevant requirements set forth in the “Notice of the National Development and Reform Commission and the National Energy Administration on Actively Advancing the Work Related to Subsidy‑Free Grid‑Parity Operation of Wind and Photovoltaic Power Generation” (NDRC Energy [2019] No. 19), and on the basis of ensuring that all necessary conditions for project construction—such as power transmission and consumption—are met, proactively organize and give priority to advancing the implementation of subsidy‑free grid‑parity projects. Detailed application requirements for these projects are provided in Attachment 2.

The Development and Reform Commissions of Nantong and Lianyungang shall, in accordance with the requirements set forth in the “Notice of the General Office of the National Development and Reform Commission and the Comprehensive Department of the National Energy Administration on the Announcement of the First Batch of 2019 Wind Power and Photovoltaic Power Projects Achieving Grid Parity” (NDRC Energy [2019] No. 594) and other relevant provisions, promptly advance the six first‑batch 2019 photovoltaic power projects achieving grid parity, including the Datang Lüsigang project. With reference to the requirements specified in the annex to NDRC Energy [2019] No. 594, any adjustments to project‑related information must be submitted in writing to our commission by April 20, accompanied by a detailed explanation of construction progress and the rationale for such adjustments.

IV. Organize photovoltaic bidding applications in an orderly manner. Photovoltaic power generation investors shall comprehensively assess external site‑development factors, including land availability and solar irradiance, with particular emphasis on grid absorption capacity, to make informed investment decisions, rationally plan project deployment, and mitigate investment risks. Detailed application requirements are set out in Annex 2.

V. Fully implement conditions for power transmission and consumption. The provincial power company shall, in line with the principle of actively supporting the development of renewable energy, adopt effective measures to substantially enhance the grid’s capacity to accommodate renewable generation. It shall prepare a research report on the province’s 2020 power‑consumption market and grid‑connection system, while concurrently conducting related studies on grid‑integration capacity during the 14th Five-Year Plan period. Grid operators shall comprehensively coordinate existing and new project development; on the basis of ensuring the integration of existing projects, they shall rigorously carry out feasibility assessments and reviews for 2020 projects pursuing grid parity and photovoltaic competitive‑bidding projects, giving priority to grid‑parity initiatives. Relevant developers are expected to proactively coordinate with grid operators.

VI. Strengthen Monitoring of Project Development and Construction Information. The Development and Reform Commissions of all prefecture-level cities shall, on a monthly basis, organize renewable energy developers to submit and update relevant information through the National Renewable Energy Power Generation Project Information Management Platform in accordance with the requirements of the National Energy Administration, and conduct timely reviews. For photovoltaic bidding projects that have passed the initial review by local authorities and grid enterprises, developers must complete the information submission by 18:00 on June 10. Any consequences arising from late or inaccurate information submission shall be borne solely by the developers.
