On April 10, the Jiangsu Provincial Development and Reform Commission issued the "Notice on Doing a Good Job in the Construction of Wind Power and Photovoltaic Power Projects in 2020," which clearly stated: In 2020, Jiangsu Province will suspend competitive allocation and approval processes for centralized onshore wind power, distributed wind power, and offshore wind power projects that require national financial subsidies. Meanwhile, the province will accelerate the advancement of existing project construction, actively promote the development of grid-parity projects, fully ensure adequate conditions for power transmission and consumption, and prioritize support for grid-parity initiatives.
Jiangsu Provincial Development and Reform Commission Notice on Effectively Carrying Out the Construction of Wind Power and Photovoltaic Power Generation Projects in 2020

Development and Reform Commissions of all prefecture-level cities, Provincial Power Company:
In accordance with the "Notice from the National Energy Administration on Matters Relating to the Construction of Wind Power and Photovoltaic Power Projects in 2020" (Guonengfa Xineng [2020] No. 17, hereinafter referred to as the "Notice"), and based on our province's specific circumstances, we have conducted a thorough review and hereby issue the following guidelines for effectively advancing the construction of wind and photovoltaic power projects.
I. Suspension of competitive allocation and approval processes for centralized onshore wind power, distributed wind power, and offshore wind power projects that require national fiscal subsidies. According to the principles outlined in the "Notice," our province has no remaining capacity available in 2020 for newly approved centralized onshore wind or distributed wind projects requiring fiscal subsidies. Additionally, the offshore wind energy targets set forth in the national energy administration-approved offshore wind power plan have already been fully achieved. Therefore, our province will suspend the competitive allocation and approval procedures for these projects in 2020.
II. Accelerate the advancement of existing project construction. All regions should strengthen monitoring and tracking of ongoing onshore wind power, offshore wind power, and photovoltaic leading-base projects within their areas, while making every effort to provide robust support, coordination, and other necessary services. The Provincial Department of Natural Resources, the Provincial Department of Ecology and Environment, and their respective subordinate agencies are requested to offer assistance in handling project-related approval procedures. Meanwhile, the Provincial Power Company should expedite the construction of transmission infrastructure and actively facilitate project connection and grid-connection processes. Project entities must carefully plan project timelines, develop scientifically sound construction strategies, strictly adhere to safety production laws, regulations, and industry standards, and establish comprehensive safety assurance and oversight systems. They should also implement a clear safety responsibility system and formulate comprehensive safety management rules and regulations to ensure construction safety at all times.
III. Actively promote the construction of affordable grid-connected projects. Development and Reform Commissions of all prefecture-level cities should, in accordance with the spirit of the "Notice" and the "Notice from the National Development and Reform Commission and the National Energy Administration on Actively Promoting Subsidy-Free Affordable Grid Connection for Wind Power and Photovoltaic Power Generation" (NDRC Energy [2019] No. 19) as well as other relevant requirements, actively organize and prioritize the advancement of subsidy-free, affordable grid-connected projects—provided that conditions such as power transmission and consumption have been duly addressed. Detailed application guidelines for these projects can be found in Attachment 2.
The Development and Reform Commissions of Nantong and Lianyungang cities are required to promptly advance the six first-batch 2019 photovoltaic power generation projects slated for grid parity, including Datang Lüsigang Project, in accordance with the "Notice from the General Office of the National Development and Reform Commission and the Comprehensive Department of the National Energy Administration on Announcing the First Batch of Wind Power and Photovoltaic Power Generation Projects Entering the Grid at Parity Prices in 2019" (NDRC Energy [2019] No. 594) and other relevant guidelines. As outlined in Annex to NDRC Energy [2019] No. 594, if any adjustments to project-related information are necessary, please submit a written report to our commission by April 20, detailing both the current construction progress and the rationale behind the proposed changes.
IV. Organize the photovoltaic bidding application process in an orderly manner. Photovoltaic power generation investment enterprises should comprehensively assess external project conditions such as land resources and solar irradiance, with particular emphasis on fully considering the grid’s capacity to accommodate renewable energy. Invest rationally, strategically plan project layouts, and proactively manage investment risks. Detailed application requirements can be found in Attachment 2.
V. Fully implement conditions for power transmission and consumption. The provincial power company shall, guided by the principle of actively supporting the development of renewable energy, take effective measures to substantially enhance the grid's capacity to accommodate renewable energy. Specifically, they should prepare a research report on the 2020 electricity consumption market and grid integration system in our province, while also initiating relevant studies on consumption capacity during the 14th Five-Year Plan period. Grid enterprises are required to comprehensively assess both existing and new project developments. On top of ensuring adequate consumption for current projects, they must rigorously review and validate applications related to 2020 “levelized cost” grid-connected projects and photovoltaic bidding projects, prioritizing support for those at “levelized cost.” Meanwhile, relevant developers should proactively coordinate with grid companies to ensure smooth implementation.
VI. Strictly monitor information related to project development and construction. Development and Reform Commissions of all prefecture-level cities shall organize renewable energy developers on a monthly basis to input and update relevant information via the National Renewable Energy Power Project Information Management Platform, in accordance with the requirements of the National Energy Administration, and ensure timely review of the data. For the photovoltaic bidding projects that have already passed the initial review by local authorities and grid enterprises this time, developers must complete the information submission by 18:00 on June 10. Any consequences arising from failure to submit information by the deadline or from inaccurate information provided will be borne entirely by the developers themselves.
