These recommendations emphasize the need to build Zhangjiakou into a national renewable energy demonstration zone and a national-level hydrogen energy industry pilot city, while also focusing on establishing an integrated energy system. The province will accelerate the construction of clean energy facilities, advance the development of a robust, smart, and secure power grid, and improve oil and gas pipeline networks to strengthen energy security capabilities. Additionally, Hebei plans to promote green and low-carbon development by fostering market-based trading of pollution discharge rights, energy use rights, water use rights, and carbon emission rights. The 11th Plenary Session of the 9th Committee of the Communist Party of China in Hebei Province carefully studied and implemented the spirit of the 5th Plenary Session of the 19th Central Committee of the CPC, and put forward the following recommendations regarding the formulation of Hebei Province's 14th Five-Year Plan for National Economic and Social Development, as well as the visionary goals for 2035.

1. Uphold scientific summarization and fully build a moderately prosperous society, while striving to embark on a new journey toward building a strong economic province and a beautiful Hebei in the new era.

The "14th Five-Year Plan" period marks the first five years as China embarks on a new journey toward fully building a modern socialist country and advancing toward the second centenary goal—following the successful completion of our goal to build a moderately prosperous society in all respects and achieve the first centenary milestone. It is also a critical five-year phase for comprehensively strengthening an economically powerful province and fostering a beautiful Hebei in the new era. We must uphold our political stance, earnestly review past achievements, deeply understand the current situation, and clearly define our goals and tasks. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, we will courageously march forward toward the second centenary goal and realize the Chinese Dream of national rejuvenation.

1. During the 13th Five-Year Plan period, Hebei made decisive progress in fully building a moderately prosperous society. These five years were exceptionally remarkable in our province's development journey. Upholding our original aspirations and keeping our mission firmly in mind, people across the province pressed ahead with determination, striving vigorously to achieve outstanding results in economic and social development. Since the 19th National Congress of the Communist Party of China, the provincial party committee has united and led all party members, cadres, and the public, adhering steadfastly to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We have diligently implemented General Secretary Xi Jinping’s important instructions, directives, and the decisions and deployments of the CPC Central Committee, while thoroughly carrying out the "3-6-8-9" work strategy. Together, we have forged ahead with determination to usher in a new era of comprehensively building a strong, modern, and beautiful Hebei Province. First, we have powerfully coordinated and advanced three major initiatives, accelerating the implementation and tangible outcomes of significant national strategies. The Beijing-Tianjin-Hebei regional coordinated development initiative has deepened steadily, with its mid-term goals largely achieved. The Beijing-Zhangjiakou High-Speed Railway and Daxing International Airport have been completed and put into operation, while the entire track of the Beijing-Xiong'an Intercity Railway has been successfully laid. Meanwhile, key industrial transfer projects—such as the Beijing Hyundai Cangzhou Factory—have been completed and begun production. In Xiong'an New Area, the planning and policy frameworks are nearly finalized, with construction now fully underway across priority zones and major projects. Notable achievements include the Xiong'an Business Service Center, the "Three Schools and One Hospital" project, and the "Millennial Show Forest," all of which are making impressive strides. The region is now characterized by a bustling construction scene, with cranes standing tall and workers passionately engaged in development activities. Meanwhile, the venues and supporting facilities for the Beijing Winter Olympics are nearing completion, and ice and snow sports—as well as related industries—are gaining strong momentum. The capital's "Two Zones" initiative is also advancing rapidly, turning these landmark national strategies and priorities—personally conceived and promoted by General Secretary Xi Jinping—into powerful engines driving Hebei's accelerated growth. Second, we have effectively tackled three critical battles against poverty, pollution, and risks, securing decisive victories in our efforts to fully build a moderately prosperous society. All rural residents living below the poverty line have been lifted out of poverty, with 7,746 previously impoverished villages officially removed from the list, and all 62 poverty-stricken counties having shaken off their designation as poverty-ridden areas. Moreover, Hebei earned "Good" ratings for two consecutive years in the national assessments conducted in 2018 and 2019, marking a historic resolution of absolute poverty. Xi Jinping's ecological civilization philosophy has taken deep root across the province, leading to unprecedented efforts in pollution control. As a result, PM2.5 concentrations in prefecture-level cities have dropped by more than 34%, and cumulative groundwater over-extraction has been reduced by 3.69 billion cubic meters. Today, forest coverage in Hebei has reached 35%, bringing more blue skies and white clouds to the Yanzhao region. At the same time, risks across various sectors have been effectively addressed and contained, ensuring that we remain firmly on track to avoid systemic or regional financial crises. Third, Hebei's overall economic strength continues to rise, with notable success in capacity reduction, structural adjustment, and transformation. Gross domestic product (GDP) has reached a new milestone, growing by 6.8% last year and by 1.5% from January to September this year. We have also completed ahead of schedule the task of resolving excess capacity set during the 13th Five-Year Plan period. Steel production capacity has been cut from 320 million tons in the past to below 200 million tons, and Shagang Group has successfully relocated and undergone transformation. The province's tertiary, secondary, and primary industry structure has undergone a historic shift—from "2-3-1" to "3-2-1"—with the service sector now contributing over 60% to the economy. Additionally, the share of high-tech industries in the added value of industrial enterprises above designated size has risen from 16% in 2015 to 20% today. Fourth, we have steadily deepened reforms and opening-up initiatives, significantly boosting economic and social development momentum. Major breakthroughs have been made in nine key reform areas, including the "delegation, regulation, and service" reform. Meanwhile, ongoing initiatives such as "Mass Entrepreneurship and Innovation, Serving the People," "Deepening Three Areas, Enhancing Three Aspects," and "Innovation, Creation, and Construction for Better Governance" have continued to gain momentum. Hebei has also deepened its integration into the Belt and Road Initiative, hosting major events like the China International Digital Economy Expo. The HBIS Serbia Steel Plant has become a model for international capacity cooperation, while innovative practices within the China (Hebei) Pilot Free Trade Zone have steadily advanced. As a result, Hebei's level of internationalization and global influence have significantly increased. Fifth, we have intensified efforts to improve people's livelihoods on an unprecedented scale, continuously raising living standards. Guided by the principle of putting the people at the center of development, we have implemented 20 "People's Heart Projects" for three consecutive years. Public spending on people's welfare now accounts for over 80% of general public budget expenditures, enabling the successful rollout of numerous pro-people initiatives. Notably, residents' incomes have consistently grown faster than the overall economy. From January to September this year, per capita disposable income for urban and rural residents rose by 4.9% and 9.5%, respectively. By the end of 2020, it is projected that Hebei will have created a total of 4.19 million new urban jobs. Meanwhile, educational access has expanded significantly across all levels, while healthcare services and public health have seen substantial improvements. Hebei has also emerged as a national leader in veteran affairs management and services. Sixth, we have steadily advanced innovative approaches to social governance, achieving significant progress in building a peaceful and law-based Hebei. Township and subdistrict administrative systems, along with rural and community organizations, have continued to strengthen, enhancing the modernization of our social governance framework and capabilities. Efforts to address public complaints have resulted in "fivefold declines," while anti-crime campaigns targeting organized crime and corruption—including the "One Case, Three Investigations" approach—have received high praise from central leaders. Meanwhile, workplace safety remains stable overall, bolstering the province's robust "three-line defense system." In addition, judicial reform has achieved new breakthroughs, supported by targeted local legislation in key areas. Notably, despite the severe impact of the COVID-19 pandemic, we resolutely followed the overarching principles of maintaining confidence, fostering solidarity, pursuing scientific prevention and control, and implementing precise strategies. Thanks to these measures, we have secured major strategic gains in epidemic containment and control, while simultaneously ensuring steady recovery and growth across the economy and society. Through relentless efforts, the goals and tasks outlined in the 13th Five-Year Plan are now within reach, bringing us closer to the complete realization of a moderately prosperous society. This marks a significant milestone in Hebei's development journey. Moving forward, all sectors of the province must redouble their efforts, maintaining unwavering determination to ensure the timely victory in the battle against poverty and the full achievement of a moderately prosperous society. Only then can we lay a solid foundation for embarking on a new journey toward building a stronger, more prosperous, and more beautiful Hebei in the new era.

2. During the 14th Five-Year Plan period, Hebei remains firmly positioned in a historic window of opportunity and a strategic era of growth. Internationally, the world is undergoing a transformation unseen in a century, marked by profound advancements in the new round of scientific and technological revolutions and industrial shifts. While peace and development continue to define the current era, and the concept of a community with a shared future for humanity has gained widespread acceptance, global instability and uncertainty have also intensified significantly. Meanwhile, the COVID-19 pandemic continues to exert far-reaching and lasting impacts, pushing the world into a period of turbulence and systemic change. Nationally, China has transitioned into a stage of high-quality development, characterized by notable institutional strengths, enhanced governance effectiveness, sustained economic optimism, robust material foundations, abundant human resources, strong developmental resilience, and overall social stability—providing multiple favorable conditions for continued progress. From Hebei’s perspective, our province enjoys distinct geographical advantages, with major national strategies and pivotal national initiatives bringing unprecedented opportunities and strategic support. Our industrial system is well-rounded: agricultural modernization is accelerating, the industrial structure is steadily improving, and the service sector is playing an increasingly vital role in driving economic growth. Additionally, Hebei boasts outstanding transportation infrastructure, forming the backbone for seamless integration into both domestic and international markets through its status as part of a world-class metropolitan cluster, the Beijing-Tianjin-Hebei airport network, and the Bohai Sea port cluster. The province also benefits from vast market potential, with immense consumer demand emerging from the twin metropolises of Beijing and Tianjin, as well as from urban-rural areas within Hebei itself. Meanwhile, Hebei is at a critical juncture of transformation and upgrading, navigating challenging uphill terrain. Our industrial structure remains heavily skewed toward traditional sectors, while our capacity for independent innovation remains insufficient, compounded by the fragmented allocation of scientific and technological resources. Regional disparities persist, slowing down the pace of new-type urbanization. Moreover, our efforts in reform and opening-up have yet to reach their full potential, resulting in relatively low levels of marketization and internationalization. Lastly, we face pressing challenges related to resource and environmental sustainability, with daunting tasks ahead in pollution control and ecological restoration. Against this backdrop, all sectors across the province must keep in mind the "two overarching contexts"—the global landscape and China’s own development trajectory—and deeply understand the new features and requirements arising from evolving principal social contradictions. We must also recognize the fresh contradictions and challenges brought about by shifting domestic and international environments, as well as the emerging trends and priorities defining Hebei’s historic window of opportunity and strategic growth phase. By firmly grasping these realities, we can confidently seize the rich implications and practical demands of entering a new stage of development, embracing new development philosophies, fostering a new development paradigm, and embarking on a new journey toward fully building a modern socialist country. To achieve this, we must align ourselves closely with the nation’s grand vision, ambitious goals, and comprehensive strategies, pinpointing our unique position and charting a clear course for growth. At the same time, we must cultivate both a keen sense of opportunity and a vigilant awareness of risks, adhering rigorously to the laws of development, upholding a spirit of proactive engagement and tenacious struggle, and continuously exploring innovative approaches to unlock new frontiers of high-quality development.

3. By 2035, Hebei will have fully built itself into an economically strong province, a beautiful Hebei, and achieved the overarching goal of basically realizing socialist modernization. The "Suggestions of the CPC Central Committee on Formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives for 2035," adopted at the Fifth Plenary Session of the 19th CPC Central Committee (hereinafter referred to as the "CPC Central Committee's Suggestions"), outlines a grand blueprint for China's economic and social development over the next 15 years. Guided by the spirit of the CPC Central Committee's Suggestions and tailored to our province's unique circumstances, Hebei envisions reaching the benchmarks set for basically achieving socialist modernization by 2035, thereby fully realizing its aspiration of becoming an economically robust, modern, and aesthetically pleasing province in the new era. We will comprehensively establish a new development paradigm, achieve historic milestones in major national strategies and key national initiatives, and see the Xiong'an New Area take shape as a world-class, high-level socialist modern city and a pioneering demonstration zone for innovative development guided by new发展理念. Meanwhile, Hebei’s strategic positioning as the “Three Zones and One Base” will be fully implemented, effectively supporting Beijing’s efforts to relocate non-capital functions, leading to new breakthroughs in regional coordinated development within the Beijing-Tianjin-Hebei metropolitan area and fostering it as a new growth pole for the entire region. By that time, the province’s overall economic and technological strength will experience a significant leap forward, with both its GDP and per capita income of urban and rural residents climbing to unprecedented levels—placing Hebei among the nation’s leading innovation-driven provinces. Modernization across all sectors will advance steadily, paving the way for the basic realization of a modernized economy characterized by advanced industrialization, digitalization, urbanization, and agricultural modernization. At the same time, a more robust and refined institutional framework will ensure the comprehensive modernization of governance systems and capabilities, solidifying Hebei’s status as a law-based and safe province at an even higher level. Social progress will also reach new heights, as Hebei strives to become a culturally vibrant, educationally robust, talent-rich, sports-oriented, and health-conscious province. Citizens’ overall quality and societal civility will rise to unprecedented levels, while ecological conservation efforts yield remarkable results, fostering widespread adoption of green production and lifestyle practices. As a result, Hebei will essentially transform into a beautiful province boasting clear skies, lush landscapes, and pristine waters—a vision of environmental sustainability realized in full. Finally, deep integration and synergistic synergy between reform and development will drive continuous innovation, unlocking fresh achievements in coastal economic zones and marine industries. This will lead to the establishment of a cutting-edge, open, and globally competitive economic system, significantly enhancing Hebei’s international visibility, reputation, and influence. Ultimately, basic public services will become universally accessible, narrowing the gaps between urban and rural areas as well as disparities in living standards across regions. People’s lives will improve markedly, enabling holistic human development and ensuring shared prosperity for all. In doing so, Hebei will play a vital role in contributing to the nation’s ambitious journey toward building a modern, socialist country in all respects.

II. Firmly uphold the guiding principles and key objectives, and usher in a new chapter of economic and social development during the 14th Five-Year Plan period.

General Secretary Xi Jinping has a profound understanding of Hebei and holds it close to his heart. Since the 18th National Congress of the Communist Party of China, he has visited Hebei seven times, delivering a series of important speeches and issuing critical instructions that have clearly outlined the path forward for the province and provided essential guidance for its development. As we plan and advance Hebei’s economic and social development during the 14th Five-Year Plan period, we must always keep in mind General Secretary Xi’s earnest teachings and heartfelt expectations. As a result, China’s business environment has reached world-class levels, while the construction of the China (Hebei) Pilot Free Trade Zone has yielded significant results. Meanwhile, development zones have seen a substantial upgrade in their capabilities, laying the foundation for a new hub of open-economy growth.

——Social civilization has reached a new level. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era has deeply taken root in the land of Yan and Zhao, with core socialist values integrated into every aspect of societal development. As a result, the people’s ideological and moral qualities, their scientific and cultural literacy, and their physical and mental well-being have all seen significant improvements. Meanwhile, the public cultural service system has become even more robust, fostering vibrant growth in both cultural undertakings and cultural industries, thus enabling the province to make a transformative leap—from being a culturally rich province to a culturally strong one.

——New progress has been made in ecological civilization construction. The pattern of land and spatial development and protection has been optimized, the institutional framework for ecological civilization has become more robust, energy and resource efficiency has significantly improved, total pollutant emissions continue to decline, and the integrated management of mountain-water-forest-farmland-lake-grass ecosystems is steadily advancing. Meanwhile, living environments in both urban and rural areas have become more attractive, with notable achievements in building the Beijing-Tianjin-Hebei Ecological Environment Support Zone and the Capital's Water Source Conservation Area.

——People's well-being reaches a new level. We will achieve fuller and higher-quality employment, ensure that residents' income growth closely matches economic growth, foster comprehensive development in social undertakings, significantly enhance the overall educational attainment of the population, continuously improve the equalization of basic public services, further strengthen the multi-tiered social security system, consolidate and expand the achievements made in poverty alleviation, and comprehensively advance rural revitalization—ultimately enabling people to better realize their aspirations for a better life.

——Social governance effectiveness has been further enhanced. Shandong Province has taken solid steps toward law-based governance, fostering greater social equity and justice. The collaborative governance system—built on the principles of co-construction, co-governance, and shared benefits—has become even more robust, while grassroots foundations have grown stronger. Meanwhile, the province’s capacity to respond swiftly to major public emergencies, as well as its ability to prevent, mitigate, and recover from disasters, have significantly improved. Additionally, mechanisms for proactively addressing and resolving major risks, coupled with a sound safety-development framework, continue to evolve. As a result, the formidable safeguarding wall protecting the capital’s security has become firmer and more reliable than ever.
